I'm going to Ulta and I have no idea what to use for skin care and I'm wondering if you have any recommendations for me and nothing over $40.
I now have dry skin with dry patches.

Do you look for any particular product like a cleanser? and do you want to address any issues other than dryness? :)

What kind of cleanser do you like, and are you sensitive to chemical sunscreen filters?

Oh right, unfortunately I haven't really got experience with acne, so I can't recommend a whole routine, however I feel like you might benefit from paula's choice bha 2% liquid. I started using this to clear up blackheads and it does not only that but also random breakouts I used to have, have completely stopped since I started using this. Just make sure to pair it with a good moisturizer for night (I found it drying when I first started using it) and spf for daytime. you can buy a 30ml trial size of the bha which still lasts a couple of months, I think that's only about 10 dollars. :)

Precleanse-
Simple Micellar Water - about 5$ (I use a cotton pad for each half of my face before cleansing)
Cleanser-
Simple Moisturizing Face Wash
Olay Gentle Clean Foaming Face Cleanser
Lather in your hands before applying to your wet face; use luke-warm to warm water, never hot or excessively cold.
Both about 5$
Exfoliant-
Paula's Choice Clear Body Spray (apply to a cotton pad or your hands)
Paula's Choice 2% BHA Lotion (if you are very dry)
These are about 25$ but they run promotional sales often and they are worth every single penny.
CeraVe AM and PM Moisturizers - Snag them on Amazon for a much better price than in your local drugstore, about 10$

Paula's choice line is pretty good if you are on a budget. Check out her products. Invest in your skin before investing on makeup
