Hair color help?

Okay, so my friend and I are dying my hair tomorrow/tonight.
We'll be bleaching it, and hopefully dying it sort of like the color attached.
My first question would be; how to achieve this color? If they don't have it straight out of a box, does adding conditioner fade/lighten it?

Secondly, I'm going to have a sort of highlight/streak nearish my bangs. Should it be white, silver, or blonde?
