I have never used a razor. Waxing is the only hair removal method I use.

I don't really think you can do anything about this except laser hair removal.

Yeah those aren't ingrown - that's just your hair - there's no treatment unless you get it removed via laser or waxing but that's just what black hair looks like on pale skin - it's normal and really not even noticeable from far away so you don't have to be so self conscious and worried about it - it's really not a big deal - it's natural :)

I found that intense scrubs (like franklybod scrubs etc) really helps , I have the same problem but I do this 3 times a weeks and it seems to work.

I think they are just like black heads but on legs, I get it too and I tried extracting one and it's not a hair, it's just dirt in the pore

I agree with Diana, it's just the hair and follicle under your skin. When you shave you're only cutting the hair that's already come out from under the skin, leaving the follicle under the skin and leaving a dark dot. You can try waxing since it pulls out the follicle as well. As Diana said, though, it's really not noticeable unless you point it out to someone and it's a very common thing (:
