I used to have those as a kid.
My grandma called it something but she used a Spanish word for it and I never found out the English or actual name for it.
She told me it's cause I ate too many sweets or something and so when I cut down on sweets they actually went away.
Not sure if that's exactly why but that's what happened to me.

Have you seen a doctor or dermatologist regarding it? and did it just appear out of nowhere?
my best guess for covering it would be to use a slightly darker foundation/concealer over the area to even it with your skin.
but I would be concerned with why it's happening if I were you. especially if it's a recent change. I don't want to scare you too much because it could mean nothing, but it's always better to be safe than sorry.
