Face Powder: RCMA setting powder (it's translucent)
Concealer: my holy grail is the NARS radiant creamy concealer, it is full coverage and I don't have a problem with it being drying. If you are looking for a lighter coverage, I love the maybelline instant age rewind
Liquid eyeliner: NYX, it's the only brand that I've tried that doesn't irritate my super sensitive eyes

I have dry skin too and I absolutely love the Neutrogena pressed powder. It goes on perfectly and it doesn't really flake off of your skin like I've had other powders do. For concealer, I highly recommend the Maybelline Fit Me concealer. You have to work with it a little to get it to blend in properly with your foundation but once it is blended it leaves you looking wide awake and glowy

My favorite translucent powder is elf, and its only $3. I've used a few higher end ones, and elf is by far my favorite.
