You should start watching YouTube videos on how to do eyeshadows just so you get a general idea. Then go down to a Sephora and ask them for advice on how to do eyeshadow. Then get yourself some brushes and an Urban Decay Naked Palette and practice. It looks like she's got eyeshadow on her kids, crease, browbone, and under her eyes and that can be achieved using a smudger.
It seems like she has her eyebrows filled in heavily on this pic. There are various guides on YouTube that will teach you how to fill in eyebrows. The basic gist of it is to 1. Outline, 2. Fill in with hairlike strokes from the tail heavily to the beginning of your brows lightly, 3. Brush the beginning of the eyebrows with a spoolie brush to disperse the color to the tail, 4. Carve out your brows with a concealer or matte white eyeshadow.
You should also take a look into contouring. In that pic, you see the light area on her cheekbones and brown ones? I don't think she blended it subtly but the general idea is to create shadows and make certain areas pop. She also seems to have a darker shade of foundation under her cheekbones to create that "shadow".
So yeah, just watch YouTube videos and go down to Sephora and ask them for help. Keep practicing at home and youll improve.

Maybe you could find a permitted (or licensed or whatever it's called in your state) makeup artist (with really good credentials and experience) and splurge on a makeup lesson. Being in person with a professional is beneficial because they can see your skin tone and they know what colors will work for you and they can show you how to see that. They can show you how to contour for your face shape and help you understand what products work best for your skin type. When I do lessons I make a face chart for every client showing product placement and listing all the products I used and any additional ones I think they would like based on what they tell me. There is no other service I offer that I love more than a makeup lesson! It does cost a little money but it's a great start!
