Unless you use coloured contacts, I'm pretty sure you can't change your eye colour and any DIYS or treatments could damage your eyes as they are very delicate. If you did want to use contacts, I'd recommend ones from an ophthalmologist.
You could try using highlighter at the corners to brighten the appearance or use eyeshadow to enhance the colour. Using colours on the opposite side of the colour wheel to your eye colour will definitely enhance them.

It's a highly sensitive part so don't ever try some stupid diys cause you never know if it's going to work or not and I'm pretty sure you won't risk it.
you can use contacts or you can use black eyeliner on your waterline it will give attention to eye color.
though, yours are so so beautiful you don't need to change it. I recommend the black liner :)

If you want your eye color to look lighter then try using very black mascara and/or eyeliner or darker shades in general due to the contrast your eyes will appear lighter.
If you want them to look brighter then use colors that are on the opposite color on the colorwheel. In the photo they look like they lean blue so try using orange based colors that are either the same depth of color or darker than your eye color.
Try incorporating bronzey Browns, burnt orange, apricot gold colors etc.
The opposite color of blue is orange but using an orange color that is pale like peach wouldn't contrast quite as good, the peach would stand out more since its lighter, this type of color works better on those with pale blue eyes.
I prefer avoiding shimmery or lighter colors when trying to make darker eyes look brighter.
It's like wearing black vs white.
Black tends to make people's skin look lighter whereas white tends to make people's skin look more tan due to the contrast.
Same type of scenario, lighter colors can just end up making the eyes not look as bright/light compared to if you skipped them or used darker colors.

For green eyes warm browns really help to make the green look greener. And black mascara and curling your eyelashes works so well. I have brown eyes, so I don't know that much about what looks well with green eyes. But I do know taupe, warm brown, mocha and purple eyeshadows make them pop. And a white eyeliner on your waterline works with any eye color to make it look bigger and brighter. I also suggest to put white eyeliner on the inner corner of your eyes and rub it in with your index finger really does work well to make any eye color look brighter and more awake. I hope my tips help.

For BLUE eyes I know that greys work really well to make them pop. Mascara, white eyeliner, curling your eyelashes...those work with every color eye. I know rosy colors look really well with blues too. Greys definitely work amazingly for blue eyes because of it. Darker greys work well for night looks or when you want a dramatic eye and lighter for everyday looks. You have a lighter skin tone so greys also work really well for that.
