Is it ok to mix moisturizer with sunscreen as long as they are both oilbased/waterbased? Would doing this affect their efficiency? Also, for moisturizer + foundation - is that ok?

If you mix your sunscreen it dilutes it and affect the effectiveness of the spf ,you shouldn't mix your sunscreen

I mix my sunscreen every morning if I'm wearing makeup. If I plan to be out in the sun a lot, I typically will ditch the makeup and apply the moisturizer and sunblock in separate layers.

As far as sunblock and moisturizer, it should be noted you need around a nickel size to a quarter size amount(according to an article on Paula's choice) for your face to fully get the SPF protection on the label.
It may be a lot to mix it with your moisturizer, if you're not putting enough you're probably getting about 2/5th the amount of sun protection so, if you're going to mix it with sunscreen factor that in, it would probably be good to either mix the recommended amount OR use a very high SPF sunblock when mixing with moisturized

I always apply moisterizer 1st, wait 5 mins to absorb, then apply my sunscreen. Or most of the time I just use sunscreen only, because I use the Josie Maran spf, and it is really moisterizing due to the argan oil in it.

Don't mix unless your foundation has a comparable SPF level of its own and also provides broad spectrum protection.
