I've been using ardency inn black liner for my water line, but I bought it 2 months ago and it's already gone. What is a really good black liner for the water line that I won't have to keep repurchasing all the time?

If you have a MAC pro store in your area then I'd check out the Chromaline liner.
It's similar to the Fluidline but the Fluidline is more of a gel.
The Chromaline is more of a cream, has more product (5 grams, Fluidline only has 3 grams)
It's more pigmented so you end up using less and it lasts way longer/doesn't smudge.
A good drugstore version would be the L'orèal HIP cream liner but it was discontinued a few years back but their Infallible cream liner is pretty similar.

I agree with Sailor... You're always going to have to repurchase, but pencil (depending on how often you use it) seems to go the quickest, so perhaps buying a gel/cream formula would be a good route for you to go so you don't have to keep buying pencils so often. I have 2 favorites:
Inglot Gel liner: This stuff sticks like glue to my waterline, and one pot of it lasts forever.
Smashbox's Jet Set Waterproof Gel liner. I take a Q-tip and dry the waterline and then just apply the Smashbox Jet Set: No smudging or fading.

I actually like the nyx jumbo pencils in my waterline. I wear contacts and most liners cloud them up but since the jumbo pencils are tacky and thicker they work nicely. They stay most of the day, but realistically it's literally sitting in tears, so having it stay all day is unrealistic to me.
I'd definitely recommend gel liners too. I personally don't like to use them because again they cloud my contacts but I do know tonnnnnss of people love using them on the waterline.
The trick with drying the waterline with a qtip is great too. Just be gentle with it lol.
