As for pencil eyeliners I absolutly love my Essences Gel pencil liners - I use them on my water- and tightline and they stay put all day :)

Have you looked into Kat Von D tattoo eyeliner? It's a pen, so the application y really easy for a cat eye and the product last all day.

It depends on which look I'm going for. I like pencils for smoking out (as well as lining with shadow) and for tightline/waterline. If I do my waterline, I'll set it with shadow. For a wing or crisp line, I prefer a pen although gel with a brush is also nice. Lately I've been warming up to more fluid formulas.
Since you are looking for drugstore:
Pencil, Pixi's Endless Silky Eye is amazing and budget friendly..holds up even in the waterline. (Target has it or their website)
For gel pot-lining, Inglot is affordable and although isn't drugstore, it's very inexpensive. Beautylish sells it as do Inglot shops. I also like Maybelline Eye Studio. I find I have to set both with shadow, but then it doesn't budge.
Fluid liners, Almay is lovely as is Maybelline Line Stiletto.
For an actual "pen", I can't think of anything that I liked in recent memory from the drugstore so it would be interesting to hear others' feedback.

Drugstore liners... I am quite fond of L'Oreal Infallible Silkissime liners. Very easy to work with and are surprisingly budge-proof. Once it's on, it's on, and you need to remove it with makeup remover. If I'm doing a smoky eye, I love the L'Oreal Voluminous Smoldering liners.
For gel: Once again, L'Oreal's Infallible Gel Lacquer, and I am also fond of Maybelline's Eye Studio Lasting Drama Gel Eyeliner. As far as straight fluid liners go, I like Prestige Liquid Liner. Prestige also makes fantastic mascaras. ;)
Pen liquid liner: Love Covergirl's Bombshell Intensity liners.
