Skin can darken from rubbing. It happens to my nose where my glasses touch. I would put some AHA to speed up the lightning.

Do you have a picture of it? It sounds to me like the sandal could have been rubbing on your skin and irritated it, when that happens to me, I wear a plaster over it if I wear it with the same shoes again and moisturize it well, it should disappear within a few days. :)
