I used to have a palette for blue eyes even though I have hazel eyes. I would try finding something like physicians formula or Almay because they have palettes specifically for any color eyes. I currently use Almay Everyday Neutrals intense I-color for Hazel eyes but they have it for blue eyes. I used to have the physicians formula eyeshadow for blue eyes. This is a pic of me with the eyeshadow for blue eyes.

I usually just go with a solid color on my lids and really any brown/peachy/gold/orange color would be great for blue :) I also think black makes my eyes look really blue

Because really what you want to do is pick colors that are the opposite from your eye color. Like for blue you'd go with anywhere in the color spectrum from red to yellow then if you had green eyes then more red to purple would be better and so on. You can tell from a color wheel because it'll be the color/colors directly opposite of the color of your eye :) then really once you have your colors picked out I'd say just play around and have fun with different eyeshadow looks
