How do I stop eye liner leaking onto my lower eye lid water line?

I use pencil under my lashes and then liquid liner over the lash line if that makes sense.

Under eye primer and apply it a smidge just below your waterline, do you have watery eyes?

You could dab a bit of a matching colored eye shadow over the liner to set it.
