You should check out the Urban Decay Illuminated highlighters. They have a bronze one that would be perfect.

Jeffree Star is coming out with a highlighter called King Tut that's gold - he swatched it on his assistant who has dark skin & it looked really pretty on her. It comes out in a couple weeks!

For highlighter true golden or bronze hues work really well to brighten dark skin, like the ones mentioned. depending on her undertone a darker rose gold can do wonders as well and bring out cooler makeup looks better. for the most part you want to avoid white or silver bases because they can just look ashy against otherwise naturally bright skin. for blush, it would depend on the rest of the look but in general for dark skin warm warm tones look best. I think burgundy is beautiful as well as an apricot or orangey coral type shade. I also like a medium to deep rose color or even a deeper magenta for a feminine and flushed look.
