You can use whatever you want. I started off with pencil, moving on to pomade. I find pencil looks most natural for me as I find it easier to mimic hairs. Use light, short strokes and don't 'draw'. Follow your natural shape.
I haven't tried them but I think a brow mascara would be good as it attaches to the hairs. I'm not sure who makes one but I believe Maybelline and L'Or?al do.

It's really a preference thing.
Powders will look more natural.
Pencils and pomade can easily look sharpie-like if you aren't used to them/use too much but with powder it's fairly fool-proof.
I just don't think powders give that look I prefer. I do like powder more on my inner brow but with the tail of my brows I prefer pencils and pomades since that part can be darker looking and it looks fine

I use powder during the day and only pull out the gels/pencil if I am going out at night or if my look is a bit heavier, since it's sparse in only a few areas I'd use a powder!
