I have brown eyes and shoulder length brown hair and looking for what color and kind of dress I should wear and possibly a little makeup.

I'm going to 8th grade formal too and most of my friends are wearing short dresses.I'm wearing a strapless blue dress.

You could go with a cream dress with gold accents (makes your skin appear super glowy), and go with mascara, tinted moisturizer, blush, lip gloss, and maybe a little pearlized highlighter to dot on your cheekbones :)
