That's right Alycia, Sugarpill has some gorgeous neons! You can find them in quads here on BL which is a plus! ;)
And UD makes the Electric palette which will give you a great variety of bright colors BUT (it's a big but) it can be expensive so that's why we are asking. There are lower-end alternatives too! Personally I love KIKO, and if you can get it then go for it! Their eyeshadows are low in price but high in pigmentation ;)

First, a base is the best thing you can do to help make your colors pop even more. Nyx white jumbo pencil are awesome.
