Ok I have natural black hair that seems to be resistant to box hair dye. I want to do light brown balayage to my hair with out bleaching. any suggestions.

I agree with Loreal Hicolor with a 30 developer. It will definitely lift it to a light brown, I'd suggest maybe adding some anti-red/orange drops to the dye mix before applying so it doesn't come out brassy.
