I don't really have much experience with applying bottom eyeliner so what your tips on how to apply? Do you put it on before mascara or after? And where exactly does it go? Sorry if this seems like a dumb question lol! :)

I'm not sure what you mean my bottom eyeliner. Do you mean your waterline?

It's not a dumb question. If you are talking about your waterline, I like to take my index finger and pull it down to apply my eyeliner if that makes sense. I hope this helps. ;)

I put on mascara last, you can apply on your waterline or if it's uncomfortable you can apply right under your waterline where your lashes are

It depends a bit on your eye shape I'd say, if you have rather big eyes, a black liner can go right on your waterline (not on its own though but paired with eyeliner in the top lash line as well). If you have small hooded eyes like me though, that will only make them appear smaller and it's much better to use a light eyeliner on the waterline and the black just under the waterline in between your lashes.

I think a black on the waterline really maes eyes look smaller, maybe use a dark brown.
