I think till the knees is okay, depends on ur skin color, in my case I'm brown hair, but in sumer the hair of my skin gets blond so it depends ;)

I shave to the knee 90% of the time because for some reason my thighs aren't hairy and the hair that is there is light. If your thigh has dark hair I suggest going all the way up when you where shorts. I only shave what I must, though lol
