I have small lips too try outlining a little bit outside your lips very SLIGHTLY, you can put some concealer in the middle under lipstick for a Fuller lip, highlight your cupids bow and contour under your lip like mid chin slightly :)

You could always use a lip brush and just use a lighter or shinier shade of lipstick in the center, and a darker/duller shade on the outer parts. Make sure to blend though if you don't want it to look to dramatic. And like Erica said you could always apply a highlight on your cupid's bow to make them look more juicy. = P
