I've only tried three different pencil eyeliners- NaturalBeauty's feather proof eyeliner, Maybelline's LineExpress eyeliner, and Rimmel London's exaggerate waterproof eyeliner. And out of the three I only really came to like Rimmel London's. NB's wouldn't draw on my skin, and Maybelline's constantly smeared.

Wetnwild creme eyeliner is amazing! as well as milani's liquif'eye eye pencil. I don't know if you heard of Mally from QVC.com, but she has amazing eyeliners that seriously are bulletproof. Though pricey, I recommend trying out her kits so that you can sample a few of her products at the same time.
