Crop top tips?

I just got this new orange crop top. It's too cold outside to wear it by itself. Is it okay to wear a crop to like this with a tank top, or is that a no? Sadly I do not own anything high-waisted to go with. Any outfit ideas with this? Preferably with pants!

I wouldn't wear it with a tank top underneath. You could either buy high waisted jeans or you could just wait until the weather gets better.
