Back combing, hairspray, side sweep bangs and choppy layers are all you need really. After back combing your hair, lightly brush over the top just to make sure your hair doesn't look tangled. Next time you get your hair cut you can bring in a picture of the style you want and they can cut it that way for you. I know unnatural hair colors are also very popular but are definitely not a requirement.
