If you're looking for something higher end, I'd suggest the Kat Von D Shade & Light eye. All the colors are matte and blend beautifully. Super pigmented as well :)

I really enjoy the it cosmetics naturally pretty celebration palette but it was LE but they have one thats permanent called naturally pretty

Coastal scents have some palettes with really nice matte neutral colora.
