I have black hair and I was wondering is there a way to achieve this? I don't think I can afford getting it professionally done. but I'll do it with my cousin and she works in a hairdresser.

If you're trying to get your hair white blonde, it'll take a lot of bleaching and doing it all at once could cause your hair to snap off, so I recommend bleaching every two weeks, which a few hair masks in between bleaching. It's totally achievable but it'll take a lot of work and patience.

You'll have to use a toner, I don't have any recommendations on any toners, they have tons of different ones at Sallys beauty.

Best bet would be to look for a salon that used Olaplex
When bleaching with it it literally does any damage to your hair!! It's amazing

Yes, but getting black to white requires multiple processes to lift or you'll just be brassy. This isn't something I personally wouldn't try at home. I have black and blonde and recently went ashier..lighter a bit as well, and I think your idea is definitely possible, but I'd leave it to my pro used to doing these sort of styles.
