Advice for growing out my hair?

Hi beauties! I'm here with (another) hair related question. Last year I got what was undoubtably a mullet haircut. I asked for a long bob but due to horrific miscommunication and overzealous razoring, I ended up with a mullet. In still trying to grow all of the layers out and I'm in the really awkward phase where my hair flips up really aggressively, like Anne Frank. Does anyone have any styling/hair cut ideas to minimize flippage?

I honestly think your hair is pretty cute as is. I'm wondering, are you looking for tips on how to keep your hair healthy so that it will grow nicely? Or are you interested more in fixing the layers? Because the quickest way to do that would be to cut the longest layers even with the shorter layers so that all of your hair is at the same length and can't flip outwards.
