If it's in the upper arm area, I would say it could be the start of Keratosis Pilaris, also commonly known as "chicken skin". The only thing that is leaning me towards that, is because you said there were bumps and from the image, it looks pretty red. I have KP, and to deal with it, I use heavy un scented moisturizers, it helps lessen the severity of it. Exfoliating also helps. On the other hand, it also looks like a reaction to something, has your friend been using a new moisturizer or product on that area? If so, discontinue the use of it, and then you should be able to decide if that product is causing that reaction, so in the future, you can avoid further use of it. If you find none of these are the problem, I would recommend heading into the dermatologist to diagnose the issue.

Try going to a dermatologist. It might just be a reaction but it might a deeper problem.
