Have you tried a green primer? it will help with the redness a lot.

Actually I'd go for a yellow primer as green primer is great only for fair skinned people... Even I can't use a green one :) I highly recommend the yellow Skin Equalizer by Make Up For Ever. This will counteract the redness.
As for the puffiness, it can come from different causes: are you having allergies? Are there hormones in your food (milk, meat, eggs, cheese)? Is it just cute baby fat? (if so, you're in good company and you shouldn't worry!)
Is the unevenness from discoloration? Is your skin darker in some areas? Does it feel different (rougher, drier, oilier) in some spots?
You can even out your skin tone with a vitamin C serum, and the MUFE equalizer will take care of the rest.
After all this, if you still see patches, you can go heavy duty and use a concealer that will stay on, such as Laura Mercier Secret Camouflage or MAC's Pro Longwear concealer (get matched at a counter!)

But if you want to go the skincare route, a little more information can help a lot!

Sounds like an allergy issue...what is your skintype and any active about of acne happening? We can help nail down some skincare items to resolve the issues.
