I REALLY love ELF's High Definition powder for setting my under eye area. It's light but the silica provides a great hold.

At CVS and Riteaid and Target and almost anywhere you can get physicians formula, it works really well for me.

Be careful with translucent powders they can make you look washed out. I would find a powder close to your skin tone or with a slight tint. Elfs eye brightening powder is good. Physicians formula mineral powder. Sonia kashuk makes a nice one too.
