Give yourself really long eyelashes with a few coats of mascara and a loose curled ponytail or braid or just loose curls.

I think the for flirty eyes, make it subtle. Don't draw too much attention to the fact that you're wearing makeup and draw attention away from the eyes. Curl your lashes and do one or two coats of mascara. A thin liner on the eyes will make your lashes seem nice and long. And for hair; I think beachy waves are stunning on any woman and very flirty.
