In the summer I rarely wear a full face. I normally just wear waterproof brown mascara. I'd like to 'jazz' up my summer makeup routine with a couple products. I was thinking a touch of blue eyeliner? How could I wear that tastefully without looking silly? I have red hair, fair skin, and slightly blond eyelashes if that helps.

You could wear it on the lower lash line with a little natural looking eyeshadow

Try a light blue and also copper or gold eyeliners look great in summer and work with red hair
