Horrible skin! Need advice please!

Need help! The weather in Scotland is absolutely awful and bipolar so parts of my skin is really oily, and others is quite dry. Foundation either drips off or goes all flakey. Any recommendations of skincare of products or decent foundation? I'd like a matte look.

I'm also in England and I love the brand Simple also no7 skin care range is great but more costly our weather is deffinitely bipolar haha
