They're probably clogged pores. I would just keep a steady skincare routine, make sure you moisturize 2x a day, and drink a lot of water.
Also I found that using the clarisonic really helped with the overall texture of my skin

Try spraying them with rose water. There is very simple tutorials on YouTube on how to make it and all you need is roses and water.
