There are many ways: add a highlighter or illuminator to your foundation, wear a foundation that already includes an illuminator, or highlight with a powder, use a dewy setting spray. Also, good skin care that includes an exfoliator will get your skin glowing without an any help from makeup. I'm currently using a konjac sponge and I love the way it makes my face glow.

I've started using the candlight translucent powder. On a day to day basis where I don't wear any other makeup I dust this lightly all over bare skin and it makes my skin glow.

I think if you mattify the center of the forehead, chin, and around the nose, looking oily won't be a problem.
