I honestly don't see what this issue is, your lips are proportioned people are sneaky on the hate when they think they are trying to help you but really they just want to try to put these imaginary flaws in your mind, so many people in this world don't have full lips you're more lucky than anything.

I wouldn't make your lips smaller because they are not that big. If you would make them smaller it would start to look like you have no lips at all. So be happy with them!!

I think it looks normal I didn't notice anything about at all. As for making it look smaller you can outline it with concealer to make them smaller.
