A silicone based primer will adress all of those issues, silicone primers that use high quality Silicone do the trick for me personally.

The primer doesn't necessarily help dry patches, you should be moisturizing before and exfoliating once-twice a week. Silicone primers can only do so much, but you should also be taking care of your skin to ensure a perfectly smooth canvas. If it's not flakey, it can help some, but flaky dry skin will still show because it needs to be properly taken care of by religiously moisturizing and exfoliating.

Renay is correct, dry patches should be adressed within your skin care as its very difficult to get a primer/foundation mix without a bit of it showing up. Embryolisse Lait creme concentrate actually doubles as a primer and moisturizer for dry skin. It can be comedogenic so I only use it when my skin needs that barrier. For an exfoliant, I prefer chemical exfoliants as they make dryness a concern of the past but some gals do get enough by using a manual exfoliant. You definitely need to prep skin accordingly for the easiest and best result.

Make your face moist, use primer and then your makeup :) and it's a very bad primer if it doesn't make your makeup stay. You can also buy setting spray but I personally prefer primer

If you have dry skin, using Jojoba Oil alone will not suffice and it will definitely be more beneficial to use it with your moisturizer and help a lot more.
For setting sprays, I really like the setting spray by MUFE. Its very refreshing =)
