Dying my hair

So I'm re-dying my tips and I had like an aqua color but it faded into a brownish turquoise color.It was bronish because before I did the Aqua I had just blonde ombré but I just wanted to know is it better to dye your hair when its a little oily/dirty or clean.The hair dye is semi-permanent btw.

Doesn't really matter! Mine is usually clean when I do it.

Wash it 24 hours beforehand, don't do it dirty, or freshly washed.
