You'd have to bleach your hair, as long as you wait at least a month between bleaches you should be fine. If you aren't familiar with bleaching your own hair, don't. Go to a salon :) very few people are confident using bleach.

Yeah, if you bleach it yourself. PLEASE wait between each one. I didn't, and literally FRIED my hair off. It was past my chest, and had to cut it to my chin. Nothing could save it.

Color won't lift color.
You'll have to bleach and tone. The entire process depends on what kind of blonde you want to go, and what you're staring with. If you just want a medium warm blonde, you'll probably only need to bleach once. A 20v developer should suffice. If you want an ash blonde, you'll have to tone with a violet or indigo toner. If you want platinum or white blonde, you'll have to bleach and tone more than once.
It is possible to bleach your own hair and avoid most of the damage, if you do it correctly. If you don't feel comfortable doing it yourself, definitely go to a salon.
