Keep the makeup simple, a neutral gradient eye, but add some color with a red lip or a pop of color on the lower lash line.

What is DECA? I think a red lip is a little too much for a sophomore in high school, and isn't appropriate for a business setting.
Keep your makeup minimal, if you wear any at all. Mascara, sheer lip gloss, maybe BB cream if anything. You're young, embrace it! ;)
For clothing, something like Alexis said would be fine. Khakis or slacks, a blouse (cover your shoulders, cleavage, and midriff; no sheer fabrics or loud prints/colors). An easy outfit is a pair of khakis or black slacks, a colored tank top or tee shirt (nothing neon; jewel tones look nice), and a fitted cardigan (not the giant hobo sweaters that are popular right now) or blazer. You can wear some nice jewelry to add some sparkle, and a pair of cute flats or low heels (closed toe, 2" or less).
