How would I achieve getting this already dyed hair just teal (I want to dye only the colored parts).
Would I need to bleach the hair again?

Picture? Lol. But if it's light enough, a bleach blonde or a light orange it'll cover as long as you don't want pastel, which needs a white base.

You will definitely have to fade it a bit more. Is it bleached underneath to a pale blonde or just to a medium blonde so the red could take?
