Boil rose petals for 15 mins.
Pour rosewater into spray bottle.
Clean face, spray on after patting face dry. Add moisturizer if needed.

Or you can just buy rose water from stores. mostly spice shops. and it's very cheap, just make sure it's pure rose water and no extra stuff :)

Be careful buying roses from the grocery store. Many of them have been treated with chemicals before harvest (pesticides) so I would go to a farmers market to see if you can locate a local florist who can vouch that no chemicals were used.

I use pure rose water as a toner, it really keeps my face fresh and less oily. It's quite common in stores here (India).
