Absolutely. The blonde at the bottom would suit your skin tone perfectly with the top as well. But I feel like if all of your hair was the pale blonde, it would wash you out. But along with the light brown, it'd be gorgeous.

Maybe try highlights and gradually lighten to the blonde. I personally think the mix of the two colors throughout your hair will add dimension and give you more color and satisfy the look you are going for. And it is gradual. So it'd be done and probably close to the max blonde goal by summer time :)
