What makeup would be good for skin that breaks out easily?

I would recommend oil free makeup. Anything oil free, and to help make sure to moisturizer before bed and before applying makeup. This will trick your body Into thinking your face already is oily so it won't make it anymore oily. Moisturizer helps make your skin soft and helps with rough acne scabs.

Make sure your foundation and mosturizers are non comedogenic (Cerave and Cetaphil carry good mosturizers)
Make sure your foundation and/or toners and such beauty products that you buy for your face don't contain high alcohol content. You'll know if products carry a lot of alcohol if it's listed as the top 4-5 ngredients in the products ingredients list. :

Neutrogena is a great brand for skin that is prone to breakouts.

Anything oil free, products that are made from natural ingredients, always use at least one product that fight acne and wash your face every night to get all the products off. Also, look for products that cater to sensitive skin. I agree with Jade in Neutrogena being a great option. If you're also looking for skin care if recommend the simple brand for makeup remover wipes and liquid and I also recommend their moisturizer. Sulfur soap is also a great option for treating acne. I feel like that went into more things than you were asking for but hopefully it helped a little!
