Exfoliate your lips. many diy's on Pinterest.
After you exfoliate put on chapstick.
& I also don't recommend eos lip balms or baby lips. They aren't moisturizing and feel waxy in my opinion.

Have you used Carmex or blistex? Chapsticks only put wax on your lips usually and do not actually moisturize. I've switched to medicated lip balms like that and I've noticed a difference

I have giant lips that are always chapped and cracking. The absolute BEST treatment I've found is by No. 7. I don't remember the name but I believe there's only the one. It's amaaaazing. I thought at first I didn't like it because it absorbs instantly. But it actually kept my lips soft all day. And because it absorbs so fast it makes it a great base for lipstick.

I put a Vaseline on my lips at night before I go to bed when they're dry. Just enough to cover them like Chapstick would.

I love Nivea chap stick. I purchased at Walmart for $3-$4 and it is super nice. I put it on just once and it helps. I haven't had to exfoliate my lips yet but I need to start with more lip colors being added (never used to wear lipstick). I use something heavier at night like Vaseline or this tube of Malin+Goetz mojito Lip balm that came in my Ipsy bag.
