It could be your hair products , that's what happened to me. I know it sounds silly but if your hair/ bangs lay of your forehead the products just sit there and really irritate your skin.

Don't exfoliate everyday! make sure to take off your makeup every night. and if you have bangs pin them back before you sleep, I use to have side swept bangs and I always got pimples on my forehead.
if your talking about something to cover it up (makeup wise) use a green color correcting primer or concealer.

If you've been using the same face wash for a while that could be part of the problem, try mixing up the products you use and see if it helps.
