If your hair has split ends, cut those off otherwise they'll travel up the hair shaft and cause breakage. I think you'd suit your hair being at the length where your sleeves end in the picture

I do have split ends but the problem with only cutting to that point is I have layers that are shorter than that. They might be damaged as well. My layers end like an inch under my chin.

You could just trim up the layers and start using shampoo or conditioner that is suppose to help heal damaged hair!
