Neutral eye palette:Too Faced Natural Eyes Palette hands down my favorite. Brushes would either be It Cosmetics for high end our Real Techniques for drugstore.

NYX HD Concealer, Lorac Pro Palette (1, 2, or Matte would be good options for you), NYX Photo Loving Primer, Real Techniques Starter Kit (:

Blushes: I loveeee Tartes blushes! I've also been hearing nice things on Laura Geller but I haven't tried them yet.
Eyes: Depends on what you like, if you want more shimmer then for UD Nakeds (1-3; I don't like the Basics or the Smoky). If you want matte and shimmers go with Too Faced Chocolate Bar (Original) or Lorac Pro 1 or 2.
Brushes: It Cosmetics
Primer: Too Faced Primed & Poreless, Bare Minerals Prime Time, Becca, NYX. Get samples though or I would personally get a travel sized or something to try out first.
Sorry not sure on a concealer though... I have dry skin so I'm not for sure what would work best for you. I like the L'Oreal Lumi for a highlighting one though.
