There's no way to change the size or shape of your lips permanently without having a medical procedure done.

You can do some lip lining to make them look smaller than they are but otherwise it's like alex says.

Concealer on top of the lips, then line the size of your lips as desired, the apply lipstick

Desiray's method is great, and also, use matte lipsticks. Glossy ones make lips look plumper. So do light colors, so stick to darker colors for a thinner look.
