I have had this issue since my teenage years. I used to just use cetaphil.
Not much has changed but I still notice my skin looks very reflective on my forehead, nose and a little bit of my cheeks but it's not at all oily.
Once I put makeup on it peaks through and ends up looking oily because of the makeup.
What's the reason for this?

Following. my nose is always so shiny even when I use matte products but there's no oil on in the creases which aren't even shiny

It sounds like oil but you says it not so in not sure I have oily skin and it obviously gets oiler throughout the day which makes my make up get worse and look oily through out the day. To see if it is just oil just rub the tips of your finger along your "shiniest" parts and then look at your finger tips in a light and if they then appear shiny it is oil.

Yeah, it's quite shiny even right after I wash my face, it's definitely not oily.
It's just very reflective and it's kind of annoying cause when I put makeup on it can make me look oily but it's not.
I researched it some more and some articles say it's due to over-exfoliating which smooths out the texture f the skin or something.
I'll have to do more research on it.

I think it's just tight skin. I used to have this issue especially right after cleansing, and perhaps the one you're using is too drying. Maybe switch it up and use a cleansing oil instead :)
